Assists other project members with analysis and evaluation and with the preparation of recommendations for system improvements, optimization, development, and/or maintenance efforts in the following specialties: information systems architecture; networking; telecommunications; automation; communications protocols; risk management/electronic analysis; software; life-cycle management; software development methodologies; modeling and simulation; disaster recovery; and requirements management

• Oversight for the migration or transition of selected IT services, environments, systems and applications to Cloud services through various initiatives and projects.
• Technically-oriented and business advisory support and oversight for development of a cloud management model that accommodates and delivers capacity management, chargeback costing and utilization tracking to enable the Government to perform as its own cloud broker for its programs, offices and functional activities.
• Technically-oriented and business advisory support and oversight in resolving to mitigate and solve for Cloud computing management challenges:
• Capacity management is a challenge for cloud environments because end users have the ability to deploy applications using self-service portals. Applications of all sizes may appear in the environment, consume an unpredictable amount of resources, then disappear at any time.

• The Contractor shall provide technically-oriented and business advisory oversight for ensuring that Cloud providers are Federal Risk and Authorization Management Program (FedRAMP) compliant or certified. Ensure that the predefined terms and conditions of service for providing application hosting meets the recommended federal requirements and best practices.
• The Contractor shall provide technically-oriented and business advisory oversight for developing and maintaining effective internal controls for a cloud service or an as-a service. The Government must be able to have detailed activities, usage, capacity analysis and reporting to determine how the Cloud is being utilized; what funds are being consumed under the dynamic utilization charge model and whether the Cloud services are being used in a cost and operationally efficient manner.
• Technically-oriented and business advisory oversight for monitoring, tracking, analyzing and reporting on the use of Cloud services:
• Advance provisioning: Customers contract in advance a predetermined amount of resources, which are prepared in advance of service. The customer pays a flat fee or a monthly fee.
• Dynamic provisioning: The provider allocates resources when the customer needs them, then decommissions them when they are no longer needed. The customer is charged on a pay-per-use basis.
• Technically-oriented and business advisory oversight for accurately assessing and defining the use of Cloud computing deployment and service models are compliant with National Institute of Standards and Technology (NIST) Special Publication 800-145, Definition of Cloud Computing and the CIO Council/CAO Council joint publication Creating Effective Cloud Computing Contracts for the Federal Government: Best Practices for Acquiring IT as a Service.
• Technically-oriented and business advisory oversight for the development and maintenance of an inventory of cloud systems. Maintain a system of record (database) that tracks and manages detailed cloud service activities, contracts and task orders. The Contractor shall provide technically-oriented and business advisory oversight for the development of guidance for OIT and TSA program offices to identify IT procurements, so that IT and cloud procurements can be identified; and develop and implement an oversight to validate the guidance is being followed.
• Technically-oriented and business advisory oversight for readily or easily identifying and reporting on IT systems that use cloud services.
