Job Description

This position is located at Department of Housing and Urban Development , Asst Secretary for Community Planning and Development .

This opportunity is also open to Status eligibles under announcement 23-HUD-2031 for the GS-9/11 or 23-HUD-2029 for the GS-12/13 . Please refer to that announcement for details on open period, eligibility, and how to apply.

Duties

The following are the duties of this position at the GS-13 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As an Affordable Housing Specialist , you will:

  1. Be responsible for the development of policies for the HOME Investment Partnerships Program (HOME) and Housing Trust Fund (HTF) programs.
  2. Develop regulations, notices, handbooks, and other policy issuances for the HOME Program and HTF, including monitoring policy documents.
  3. Interpret program regulations and policies in response to inquiries from Field Offices, Congressional Offices, and constituents.
  4. Participate in the development of new legislation, revisions, and justifications in existing legislation based on program experience and need.
  5. Participate in the negotiation of policy positions with other HUD offices, including Offices of General Counsel, Housing, Public and Indian Housing, Policy Development and Research, Fair Housing and Equal Opportunity, and other offices in Community Planning and Development.
Requirements
Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience includes:

  • Preparing written correspondence regarding affordable housing programs;
  • Assisting in interpreting statutory and regulatory requirements for such programs;
  • Gathering and presenting information on policy changes.

OR Education: You may substitute education for experience as follows: Ph.D. or equivalent doctoral degree, 3 years of graduate education leading to such a degree, or LL.M. if related.

OR Combination: You may qualify through a combination of experience and education, where the total percentage of experience and education meets at least 100% of the requirement. Only graduate education beyond 36 semester hours (54 quarter hours) can be combined.

For the GS-09 level: One year (52 weeks) of specialized experience at the GS-07 level, which includes:

  • Analyzing documentation like handbooks, notices, regulations, or other technical materials related to affordable housing;
  • Providing customer service related to program regulations and office communication needs.

Similarly, education can substitute experience as described above, with graduate education beyond 18 semester hours (27 quarter hours) considered for qualifying education. Experience can be gained in the public, private, or volunteer sectors. Please specify your employment dates and hours worked per week on your resume.
